Cliff has played a leading role in the Commonwealth Association of Planners. He leads the Royal Town Planning Institute‘s team that provides the UK contact point for the European Observatory on Territorial Development and Cohesion. He is one of the authors of Regional and Local Economic Development (Palgrave), which takes a global view on policies and practices, using case studies from five continents. He works as a freelance consultant and researcher and has been involved in several European-funded (INTERREG and INTERACT) projects. He is Chair of the Commonwealth Expert Group on Urbanisation.
